Optional Codex host hooks v0.1.0

This optional host integration shares the two previously host-local lifecycle behaviors: artifact-review tracking on UserPromptSubmit and a scoped review/closeout response on Stop. It is separate from the 31-plugin catalog and does not activate or trust itself.

Download the ZIP and checksum file, inspect the source, run the isolated tests, and follow the included manual merge, trust and rollback guide. Python 3.9+ on macOS or Linux is required.

The runtime stores scoped obligation status only. Private instructions, memories, conversations, account configuration and global diagnostics are excluded. Completion marks are caller attestations, not independent verification. Native registration and execution require the recipient's own host setup.

Validation: 20 isolated hook tests, 75 repository tests, package validation and the reviewed-public-source release gate passed. Existing plugin package versions are unchanged.
